At
least twenty (20) ROTC related bills and resolutions were
filed in both houses of Congress over the past three years.
The bulk of these were drafted in 2001, in response to the
tradgedy that befell Mark Welson Chua. But least two bills,
filed by Senators Roco and Legarda-Leviste, were crafted prior
to the crisis.
In
the end Senate Bills 1824 and House Bill 3593 were combined
to create Republic Act 9163: The National
Service Training Program Act of 2001
