Martial
Law
The
unit, like other ROTC units, underwent a transformation
with the onset of the 70's. The conditions that
led to the declaration of Martial Law had a
profound effect on military training on the
campuses.
From
the stand point of realism, military instruction
received a serious blow when the Philippine
Constabulary confiscated the training rifles
that had been assigned to the Ateneo and other
ROTC units alledgedly for fear of New People's
Army (NPA) raids on the lightly defended ROTC
armories. Bivoacs,
the annual field training exercises held in
remote districts of the city, were also halted,
again because of the insurgency threat.
During
this period, civic-action (CIVAC), activities
geared towards community service, were brought
to the fore with the introduction of such programs
as the Model
Barrio Program and the Youth Civic-Action
Program (YCAP) in regular ROTC activities.
