The
Model Barrio program, a category in the Tactical
Inspection, began after the declaration of Martial
Law -- in School Year 1972 - 73.
Each
ROTC unit was instructed to undertake what was
described as a "massive conduct of civic
action activities in a selected under developed
barrio". The ROTCU's mission was to "improve
and develop it into a model barrio."
As
described in a letter from HQ HDU 4ID, dated
03 DEC 1973, to all ROTCUs under its command
(note, this is a completely unedited reproduction):
"The
role of the ROTC cadets/cadettes is that of
a motivator, a change agent to all segments
of the barrio. The men, women, and children
should be motivated and integrated in the
development of the local government and should
likwise be sought on the principle that this
activity adequately implements the government's
efforts to reform society under the New Society
ushered in by Presidential Proclaimation No.
1081"
ROTC
commandants, after due consultation with school
officials, were authorized to make use of ROTC
cadets/cadettes for this activity -- which was
mounted in addition to regular training. Commandants
were given the prerogative to coordinate with
various government and non-government agencies
in the development of the chosen barrio. By
design, the assistance provided promoted the
concept of self-help.
The
first barrio assigned to the Ateneo was in Catalunan
Pequeno. The unit busied itself with beautification
activities and the setting up of sanitation
facilities. Free dental services and medicine
were provided to the residents of the barrio.
