Two ROTC officers face expulsion for torture

BAGUIO CITY, (ABS-CBN) - Two upper classmen of the Baguio Colleges Foundation (BCF) face possible expulsion for torturing 10 cadets of the Reserve Officers Training Corps (ROTC).

The 10 ROTC cadets recently filed a complaint of maltreatment and physical injuries against two of their upper classmen.

Based on their complaints, suspects Rosano Daguio and Santos Ambakil, hit them severely during one of their meetings. They added that it was during one of these meetings that they were also ordered to slap each other's faces.

Still unsatisfied, the suspects reportedly pushed the victims into a septic tank at the BCF grounds.

The victims, whose names were withheld, also told authorities the two officers were drunk at the time of the incident. Reports however failed to disclose when the said incident occurred.

The two upper classmen will face dishonorable discharge and expulsion once proven guilty of the charges filed against them.

On the other hand, a press statement released by the 106th Community Defense Center (CDC) denied the victims' allegations.

Nonetheless, Col. Oscar Randy Dauz of the Regional CDC confirmed that such violation of human rights is a taboo in their organization and assured that violators will be penalized.

According to Baguio City Police Office (BCPO) investigating officer SPO1 Claudio Caligtan, they are just waiting for the release of the warrants of arrest for the suspects before bringing them in for questioning.

Daguio and Ambakil are said to be first class officers of the ROTC in BCF.
