ROTC Tactical Inspection results bared

THE University of Bohol ROTC Unit topped this year’s Tactical Inspection, the yearly undertaking which covers the inspection of all Army ROTC Units in the whole of Region VII including colleges and universities located in the province, namely the Holy Name University, University of Bohol and Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT)-Bilar main campus ROTC Units.

This came after a nine-man ROTC Regional Annual Administrative and Performance Evalaution (RAAPE) Team from the Hqs, 7th Regional Community Defense Group, ARESCOM based at Camp Lapulapu, Cebu City conducted a two-day evaluation to army ROTC Units in the province last January 27-28, 2004 at 702 CDC parade ground, Camp Gov. Bernido, this city.

The Evaluation Team is spearheaded by no less than the Group Commander of the 7th Regional Community Defense Group, ARESCOM, Colonel Eulalio B. Albeza Jr. INF (GSC) PA. who at the same time is the Chairman of the RAAPE team with Major Ronillo G. Secretaria (QMS) PA as Vice Chairman. Other members of the team were SMS Edgardo L. Pito (InF) PA. MSgt. Virgilio M. Aries (InF) PA, MSgt. Rolito M. Ursal (InF) PA, MSgt Rogelio L Aday (SC) PA. MSgt Francisco D. Tabug (InF) PA, SSgt Edgar S. Nudalo (Inf) PA and Cpl. Arniel B. Mejia (Inf) PA.

Based on the accumulated results in all aspects of evaluation, the UB ROTC Unit topped the evaluation in the province garnering an overall rating of 91.97% out of a possible rating or 100%. HNU ROTC Unit came in close 2nd choking up 90.84% while CVSCAFT ROTC Unit had 87.52%. Region-wide results of the RAAPE were not yet available as of press time.

Colonel Albeza pointed out and made clear that to show objectivity and to make the evaluation more credible and transparent, results of the inspection were immediately available after such inspection to avoid rigging of results and manipulations as allegedly happening in previous tactical inspections.

This evaluation has been designed to determine the degree of administrative efficiency, training management proficiency and the quality of training and education attained by the Corps of Cadets as mandated by a new law on Republic Act 9163 otherwise known as the National Service Training Program (NSTP).

The criteria of evaluation covers on the Administrative aspect which included office management, filing system, completeness of records, training aids and reference materials commandant’s briefing, methods of instruction and cadet attendance. Tactical aspect deals on drill test, theoretical examinations and military stakes. Military stakes dealt on subjects in military courtesy and discipline, field stripping of M16 rifle and Cal. 45 pistol, basic map reading, small unit tactics and on disaster relief and rescue operations. At stake in the evaluation are the following major awards: Best ROTC Unit of the Year, Best ROTC Commandant of the Year and Best ROTC NCO of the Year. The Bohol ROTC Units is headed by Major Emmanuel C. Sison. (InF) Pa, 702nd CDC Comdr. and ROTC Commandant of UB, HNU and CVSCAFT ROTC Units backed by the ROTC training staff composed MSgt. Domingo C. Vinluan (SC) PA, and SSgt. Henry A. Jamarolin (Inf) PA as UB ROTC Unit Admin NCO and training NCO, respectively. DWC ROTC Units is manned by SSgt Raul S. Llena (Inf) PA, and Sgt. Libby I. Padios (Inf) PA while Sgt Leonardo E. Ostan (SC) PA and Cpl. Cesar P. Acabo (Inf) PA for CVSCAFT ROTC Unit.

Day one of the two-day inspection which is the Administrative aspect, the RAAPE Team headed by Colonel Albeza paid courtesy calls to School Presidents of HNU, UB and CVSCAFT Bilar Main Campus followed by ROTC Commandant’s briefing by Major Sison on the administrative and operational concerns of every ROTC Unit under his supervision while day two dwells on the Tactical aspect proper.

Delivering messages in behalf of their respective schools were Rev. Fr. Florante S. Camacho, SVD for HNU, Atty. David B. Tirol for UB while Dr. Elpidio T. Magante spoke in behalf of CVSCAFT. Also on hand to grace the occasion were Lila Mayor MSgt. Telly Balagosa (Res) PA, Lt. Colonel Prisco V. Vinalon Jr. (RES) PA, 1st Bohol RRBN Comdr., HNU NSTP Coordinator 2Lt. Meinard Butalid (RES) PA, CWS Adviser Mr. Noel Uy and Ms. Joan Llanos, 1Lt Diosdado Salamat (RES) PA,1Lt. Lino Garsuta (RES) PA, 2Lt. Joselito Salaum ( RES) PA, 702 CDC F/Sgt Cornelio C.
