The words used in the official objectives of the Tactical Inspection vary from year to year. However two goals remain constant: Ascertain the state of training and identify the most outstanding ROTC organization for the school year.

The Tactical Inspection provided ROTC units an invaluable incentive to maintain, if not improve, the quality of training. Though at times maligned as an ineffective means of determining unit efficiency, the inspection nevertheless gave ROTC units a tangible goal to work towards.
