Remarks
General
Jarque was a member of the Philippine
Military Academy Class of 1961. He became
commandant of the AdD ROTC unit in 1965
when he was still a First Lieutenant --
shortly after graduating from the US Army
Pacific Services School (Okinawa).
He
currently holds the distiction of being
the highest ranking member of the Armed
Forces of the Philippines to have joined
the New People's Army. He joined the communist
fold in 1995 -- while he was being investigated
for graft charges filed against him by
businessman Magdaleno Pena in 1991, as well as frustrated murder allegations. According
to a Reuters report, former BGen. Jarque
announced his having joined the Negros
contigent of the said rebel group on Dec.2
of that year. The
Sandiganbayan acquitted him of the charges
in 1997, prompting him to resurface. The aquittal was re-affirmed by the Supreme Court on December 17, 2004, and the Sandiganbayan cleared him of the frustrated murder charges on June 21, 2005.
He
has been an active spokesman for the NDF,
in which capacity he once warned that
American troops taking part in VFA exercises
would be targets of attack. Mr. Jarque
was a participant in the NDF-Government
Peace talks in the Netherlands, where
he has been described as a "consultant".
In
the 2001 elections, Jarque ran as an independent
candidate for the Vice Governorship of
Negros Occidental.
